BREAKING NEWS: November 2026 U.S. Visa Bulletin Brings Major Progress for EB-3 Unskilled Workers

U.S. Immigration News | October 23, 2026

The U.S. Department of State has released the November 2026 Visa Bulletin, bringing encouraging news for applicants pursuing U.S. permanent residence through the EB-3 Other Workers (Unskilled) category.

Following October's retrogression, the latest bulletin shows significant forward movement, particularly in the Final Action Date.

For Pakistani applicants, the Final Action Date has advanced from January 1, 2022, to June 1, 2022, representing five months of progress. Meanwhile, the Date for Filing has moved from June 1, 2022, to July 1, 2022.

This development could benefit applicants who have been waiting for their priority dates to become current.

The November bulletin marks a positive development following the previous month's retrogression.

What Do These Dates Mean?

Final Action Date — June 1, 2022

The Final Action Date determines when an immigrant visa number may be available for final issuance.

Applicants with priority dates earlier than June 1, 2022, may be eligible for visa issuance, provided their petitions are approved and all other immigration requirements have been satisfied.

However, a current priority date does not guarantee an immediate interview or visa approval.

Date for Filing — July 1, 2022

The Date for Filing determines when applicants may begin certain immigrant visa documentation procedures.

Applicants with priority dates earlier than July 1, 2022, may be eligible to proceed with National Visa Center (NVC) processing when instructed.

This may include paying visa fees, completing Form DS-260 and submitting supporting documents.

Important: The Date for Filing does not authorise immediate visa issuance. The applicant's priority date must also become current under the Final Action Date.

What Does This Mean for Pakistani Applicants?

Pakistan generally falls under the All Chargeability Areas Except Those Listed category in the U.S. Visa Bulletin.

The November changes therefore apply to most Pakistani-born EB-3 Other Workers applicants.

Your Priority Date

What It Means

Before June 1, 2022

Your priority date is within the Final Action cutoff. Visa issuance may be possible if your case is otherwise ready.

June 1–30, 2022

You fall within the Date for Filing range but must wait for the Final Action Date to advance.

July 1, 2022, or later

You must wait for further movement in the Visa Bulletin.

Applicants who are already documentarily qualified at NVC and have current priority dates should continue monitoring their cases for interview-related updates.

Interview scheduling remains subject to embassy appointment availability and other processing requirements.

Why Is This Movement Important?

In October 2026, the EB-3 Other Workers Final Action Date retrogressed from April 1, 2022, to January 1, 2022.

The November bulletin has now advanced the date to June 1, 2022, moving it two months beyond the September 2026 cutoff.

This is encouraging for applicants whose priority dates were affected by October's retrogression.

However, future Visa Bulletin movement remains unpredictable. Dates may advance, remain unchanged or retrogress depending on visa demand and availability.

What About New EB-3 Applicants?

The EB-3 Other Workers category remains a pathway to U.S. permanent residence for eligible foreign workers sponsored by qualifying U.S. employers.

It generally covers permanent, non-seasonal positions requiring less than two years of training or experience.

Applicants do not necessarily need university degrees or extensive professional experience to qualify.

However, new applicants must still complete the required employer sponsorship, labor certification, immigrant petition and visa processing stages.

The November 2026 cutoff does not mean newly registered applicants can immediately obtain immigrant visas.
