Ontario Opens a New Route to Permanent Residence

Ontario has officially opened applications for its new Ontario Workforce Priority Stream (OWPS), creating fresh opportunities for eligible foreign workers seeking Canadian Permanent Residence (PR).

Effective August 4, 2026, eligible foreign nationals can now be considered for provincial nomination through the Ontario Immigrant Nominee Program (OINP) under the newly launched Ontario Workforce Priority Stream (OWPS).

This marks a significant milestone in Ontario's immigration system and provides a modern pathway for skilled workers, essential workers, and eligible self-employed physicians to become permanent residents of Canada.


What is the Ontario Workforce Priority Stream (OWPS)?

The Ontario Workforce Priority Stream (OWPS) is a newly introduced provincial immigration pathway under the Ontario Immigrant Nominee Program (OINP).

Although the stream was officially announced on June 26, 2026, eligible candidates could not register until the online application portal became operational on August 4, 2026.

The program is designed to address Ontario's labour market needs by selecting qualified foreign nationals with employment opportunities in the province.


Three Pathways Under the OWPS

The new program consists of three separate streams:

1. Higher-Skilled Workers

Designed for individuals with skilled occupations and qualifying job offers from eligible Ontario employers.

2. Lower-Skilled Workers

Created to help employers fill essential labour shortages in occupations requiring lower skill levels while providing workers with a pathway to Canadian Permanent Residence.

3. Self-Employed Physicians

Available to physicians who:

  • Are registered to practise medicine in Ontario.

  • Are eligible to bill the Ontario Health Insurance Plan (OHIP).

  • Begin the process by submitting a dedicated OINP webform before creating an Expression of Interest (EOI).


How Does the Application Process Work?

Most applicants must first:

  • Obtain a qualifying job offer from an eligible Ontario employer.

  • Create an employer job offer through the OINP Employer Portal.

  • Register an Expression of Interest (EOI) through Ontario's e-Filing Portal.

The OINP will regularly review the pool of registered candidates and issue Invitations to Apply (ITA) to those with competitive scores.


Expression of Interest (EOI)

Important information about the EOI process:

  • An EOI remains valid for 12 months.

  • If no invitation is received during that period, candidates must submit a new EOI.

  • Ontario ranks candidates using a points-based selection system introduced on July 20, 2026.

  • Higher-ranking candidates are more likely to receive invitations during future selection rounds.


Important Deadlines

After receiving an Invitation to Apply:

Applicant Deadline

Applicants have 17 calendar days to submit a complete provincial nomination application.

Employer Deadline

The Ontario employer must apply for approval of the employment position within 14 calendar days after the invitation is issued.

Failure to meet these timelines may result in the application becoming ineligible.


Work Permit Support After Nomination

Successful applicants nominated through the Ontario Immigrant Nominee Program will receive a Provincial Support Letter.

This support letter can be used when applying to the Government of Canada for a work permit while the permanent residence application is being processed.


Faster Permanent Residence Through Express Entry

Candidates nominated under:

  • Higher-Skilled Worker Stream

  • Self-Employed Physician Stream

may qualify to submit their permanent residence application through the Enhanced Provincial Nominee Program (Enhanced PNP) linked with Express Entry, which can result in faster federal processing.


Major Changes to Ontario's Immigration System

Ontario officially closed all previous provincial immigration pathways on May 30, 2026.

The launch of the Ontario Workforce Priority Stream (OWPS) represents the first phase of a major modernization of the Ontario Immigrant Nominee Program.


More Immigration Streams Coming Soon

Ontario has announced that three additional immigration pathways will be introduced during the second phase of the OINP overhaul:

Priority Healthcare Worker Stream

Focused on addressing shortages in Ontario's healthcare sector.

Entrepreneur Stream

Designed for experienced business owners and entrepreneurs wishing to establish or invest in businesses in Ontario.

Exceptional Talent Stream

Targeted at internationally recognized individuals with significant achievements in:

  • Science

  • Technology

  • Innovation

  • Academia

  • Arts

The province has not yet announced the eligibility requirements or launch dates for these three upcoming streams.


What Happens to Existing OINP Applications?

Applicants who submitted applications under Ontario's previous immigration streams before they closed will continue to have their files assessed under the rules that existed at the time of application.

Their applications will not be affected by the introduction of the new OWPS.
